It is made particularly unique by the fact that it is available in a 28-pin dual-in-line package, making it perfect for breadboarding. You can develop a software by mbed, LPCXpresso, MDK-ARM, etc.
This device comes with no firmware installed, you may follow these procedures to program firmware onto the device.
You can use it in the same way as other mbed devices through a Micro-B USB cable.
